BVH was commissioned in June 1995 to assist the City of Alliance with the programming, design and construction of a new public library and attendance center/learning center. The existing public library was deficient and has been replaced as part of this project by a new 17,000 sf facility which is totally handicapped accessible and which will meet the needs for the community for 25 years. Chadron State College and Western Nebraska Community College occupy the attendance center portion of the facility which contains distance learning classroom facilities.
